What is a parish plan?
Think of it as a strategy for the future of a parish.
It shows:
- information about the parish
- how and why the plan was done
- local problems & opportunities
- how the community wants to develop over about 5-10 years
And reflects the views of ALL sections of the community
What issues are covered by a parish plan?
All those of concern to people in the parish, such as:
- built environment
- community information
- crime
- education
- employment
- health/care
- heritage
- housing
- retail services
- recycling
- people
- sport /recreation
- landscape
- public transport
- tourism
- community buildings
- wildlife habitats
- young/old
- traffic
- climate change issues
What does it look like?
- A detailed report
- A booklet, leaflet, poster, video
- An action plan – either as a leaflet, poster, video or included in the report
What could a parish plan do for YOUR parish?
- Show what services you need
- Plan for the future
- Influence development issues
- Provide evidence for funding bids
- Manage change
- Help gain Quality Parish Status
- Develop community spirit
How does a parish plan fit with other strategies?
It can link to:
- Community area plans
- Community strategies
- Development planning
- Strategies of service providers
…especially if has a good consultation process and action plan
Preparing a parish plan involves:
- Consulting everyone in your parish
- Talking to potential partners outside the parish
- Relating your hopes and needs to existing plans and strategies
- Writing it up in an action plan- What? Why? Who? How? When?
Who should be involved?
It is prepared by the Community and Parish Council working together
- Steering group of mainly parishioners (plus 1or 2 from PC)
- Consult with everyone- including those that are hard to reach- young people, elderly, shift workers etc
- Talk with external partners- neighbouring PCs, Local Authority, other service providers
Getting started
- Get advice FIRST from Community First
- Raise awareness in parish about parish plans
- Get the go ahead at a public meeting
- Recruit volunteers for a steering group
- Community First can provide advice and support for steering group - including Parish Plan Toolkit, training
- Plan how to do it…
- …and how much it will cost
- Secure funding

- 8-15 people
- Not just Parish Councillors
- Cross-section of community
- Range of skills and experience
- Role is ‘project management’
- Steering group don’t do everything!
How you can help
- Volunteer for steering group?
- Volunteer time or skills?
- Volunteer for topic group?
- Be involved in future events and consultation
- Tell others what is happening
Time and money
- Timescale- about 18 months
- Funding needed for –room hire, refreshments, publicity, printing, stationery etc
- Total- £1000- £3000
