Community-Led Housing

A major new project aimed at supporting Wiltshire communities who wish to provide for local affordable housing needs is being launched in 2018. The Wiltshire Community-Led Housing Project has been set up by a partnership between Wiltshire Council, Wiltshire Community Land Trust, and Community First.

Wiltshire Community-Led Housing Project Officer Vicky Bodman will provide advice and encouragement to local communities who are keen to take a positive step towards providing local homes for local people at affordable prices.

This work makes a great contribution to our wider programme of support for local communities, and we are delighted to be working with Wiltshire Council and Wiltshire Community Land Trust.

What is a Community Land Trust?

Community Land Trusts are a proven way of delivering local housing schemes that are under the control of the community itself, by purchasing the freehold (or leasehold) of the site to be developed. Homes provided in this way can be earmarked for local needs and cannot be sold off (unless there are some homes that are sold to help subsidise the overall scheme). But the local community does not necessarily have to be the developer. Typically, they will work with a housing association or similar body.

There are an increasing number of CLTs around the country. The Government has recently confirmed its commitment to invest £60m a year for the next five years to support community-led housing. The latter includes not just CLTs but other community-led initiatives such as self-build and co-operative housing.

The project builds on a very successful countywide programme of community seminars and surgeries organised by the three partners in 2016, that identified some 20 parish and town councils interested in a community-led approach to housing. The Wiltshire Community-Led Housing Project will be run by a Steering Group comprising the three partners, with project officers based at the Community First offices in Devizes.

Community Housing Fund

The Community Housing Fund is managed by Wiltshire Council in partnership with Community First and Wiltshire Community Land Trust. The Community Housing Fund is supported by funding from the Department for Communities and Local Government (DCLG) to support the delivery of Community Led Housing.

The Community Housing Fund can provide a grant of up to £10,000 to cover costs associated with establishing a Community Land Trust or community group to enable community led affordable housing projects. 

Any Town or Parish Council, Neighbourhood Forum, Community Land Trust or qualifying community group can apply. In order to be a qualifying group, a community group must be an incorporated organisation established to further the social, economic and environmental wellbeing of people living, or wanting to live, in a particular area.
